FASB proposes conditions for stablecoins to qualify as cash equivalents

The Financial Accounting Standards Board has proposed guidance on when companies may classify certain stablecoins as cash equivalents under US GAAP.

The proposal would add illustrative examples to the existing definition without changing it. A qualifying digital asset would need an on-demand contractual redemption right, a direct redemption right with the issuer for a known cash amount, and at least one-to-one segregated reserves held in short-term, highly liquid assets. The FASB said active secondary markets alone would not suffice if the holder lacks a direct issuer redemption right, and reserves comprising crypto assets or gold would disqualify a token due to valuation risks.


Companies would retain the choice of whether to present qualifying assets as cash equivalents and must consider relevant laws and regulations. The FASB is accepting public comments until Nov. 19, with an effective date to follow stakeholder feedback.

The proposal signals a clearer accounting path for stablecoins under US standards, potentially strengthening their institutional appeal.

Pennsylvania Gov. Shapiro Signs Executive Order Restricting AI Data Centers Over Grid Costs

Pennsylvania Governor Josh Shapiro signed Executive Order 2026-05 imposing new restrictions on large AI data centers, targeting their impact on the state's electrical grid and utility bills.

The order applies to data centers with peak electricity demand above 25 megawatts, removing them from the state's Permit Fast Track Program and prohibiting state agencies from signing non-disclosure agreements related to data center projects. Developers seeking streamlined review must now agree to Pennsylvania's environmental, energy, workforce, and community requirements and obtain local approvals. The state will create a public map of proposed facilities and require operating data centers to report energy and water consumption annually starting July 2027.

Shapiro also directed the Special Counsel for Energy Affordability to seek utility rules making data centers cover certain grid costs and face curtailment first during emergencies unless they secure enough power. More than 100 data centers have reportedly been proposed in Pennsylvania, though only 20 have submitted permit applications to the Department of Environmental Protection.


The move reflects growing local backlash against AI infrastructure, with at least 37 arrests tied to data center protests across the U.S. this year and major tech firms signing a White House pledge in March to fund new electricity generation.

X Algorithm May Feed You More Posts You Hate After Arguments — Study Finds -0.229 Value Misalignment for Democrats

A new study of 715 U.S. X users found the platform's "For You" algorithm amplified content that clashed with users' stated values, with the effect significantly stronger among Democrats.

Researchers from MIT, the University of Michigan, Johns Hopkins, Stanford, and Yale studied active U.S. X users in September and October 2024, using a browser extension to collect their feeds. The correlation between amplified content and stated values was -0.229 for Democrats versus -0.041 for Republicans, with more negative numbers indicating greater misalignment. A replication produced a similar split at -0.199 for Democrats and 0.0372 for Republicans. The study, published in the Proceedings of the National Academy of Sciences, suggests that replying to posts that clash with one's values may inadvertently signal to X that users want more of the same. The researchers did not examine whether accounts behind value-misaligned replies were human or automated.


The findings follow X open-sourcing its Grok-powered "For You" algorithm in January, with Elon Musk acknowledging it "needs massive improvements."

Cypherpunk launches Zcash mining fleet controlling 18% of network hashrate

The $33.33 million Winklevoss Capital deal expands Cypherpunk’s ZEC strategy as it targets 5% ownership of the cryptocurrency’s circulating supply.

Cypherpunk Technologies acquired the mining fleet through an equity-based transaction valued at $33.33 million. The operation is already online at US facilities, producing roughly 4.2 GSol/s, or about 18% of Zcash’s current network hashrate. The company’s existing Zcash holdings stand at 323,394 ZEC, about 1.9% of circulating supply, with a stated target of eventually holding 5%. Cypherpunk has pitched Zcash mining as offering more attractive economics than Bitcoin mining or AI data center workloads at current market conditions, though those economics depend on ZEC price, network hashrate, mining difficulty and operating costs.


The push follows a sharp ZEC rally in the second half of 2025 on renewed interest in privacy-focused cryptocurrencies; despite a correction, ZEC is up more than 1,300% over the past 12 months.

Krak launches US debit card as Payward pushes beyond crypto trading

Kraken’s payment app Krak has debuted a multi-asset debit card in the US, letting customers spend crypto and fiat while earning up to 2% cashback in dollars or Bitcoin (BTC).

The card supports more than 600 currencies and assets, with holdings converted into US dollars at point of sale. A single purchase can draw from multiple balances, with users setting the order in which assets are spent. The card is issued by Lead Bank on Visa’s network and powered by Stripe Issuing, with physical and virtual versions available to eligible US customers. Cashback rates depend on average assets held across Krak, Kraken and Kraken Pro.

Krak is positioning the card as an alternative to credit-based rewards programs. A Morning Consult survey of 2,001 US adults commissioned by Krak found that 42% of credit card holders worry about paying off their monthly balance, while 60% said they would switch to a debit card offering rewards without taking on debt. Krak has issued more than 135,000 multi-asset cards across the UK and European Economic Area since launching there in December 2025.


Payward Co-CEO Arjun Sethi said at the Wyoming Blockchain Symposium that the parent company is expanding into additional asset classes and financial services, describing tokenization as "a large part" of that effort and comparing the ambition to building products "not too different to a JP Morgan." Kraken also launched trading in more than 7,000 US-listed stocks for EEA customers on Tuesday.

The move signals crypto exchanges are broadening into banking, equities and payments infrastructure, positioning themselves as diversified financial institutions rather than pure trading venues.

Citi to Launch Bitcoin Custody via Custody+ as Institutional Crypto Push Deepens

Binance bStocks hit $624M, pass xStocks as second-largest tokenized stock issuer

Binance's bStocks have overtaken xStocks to become the second-largest tokenized stock issuer by value less than two months after launch, reaching roughly $624 million on Aug. 3.

The figure trails Ondo Finance at about $927 million, per Token Terminal data. A year earlier, xStocks led the market with $40.7 million, followed by Robinhood at $37.2 million, while Ondo held about $65,000. The move follows an open letter from over 40 Bitcoin and crypto companies — including Kraken, Ark Invest, Coinbase, Block and BitGo — sent last week to Anthropic, OpenAI and other leading AI labs, demanding trusted-access programs for qualified defenders. Organized by the Bitcoin Policy Institute, the letter argued that developers protecting open-source financial infrastructure need frontier AI to find and fix vulnerabilities before attackers exploit them.

XRP is clinging to the dollar line it has defended since Trump's 2024 win, but both daily and weekly charts are now flashing red.

The weekly picture is heavier: the 50-week EMA is still above the 200-week EMA, keeping the golden-cross structure intact, but the gap has been closing for months and the weekly ADX now reads 33.7, signaling a strong trend pointed in the wrong direction for longs. Whales have reportedly bought roughly 380 million XRP near the $1 level over the past week, but alongside $1.5 billion in freshly opened leveraged long positions that could accelerate a break below $1 if forced liquidations trigger.

Stripe finalizes $7B+ deal for AI model router OpenRouter

Stripe has finalized an agreement to acquire OpenRouter for more than $7 billion, folding AI metering and billing into a single pipeline it owns end to end.

OpenRouter routes traffic from around 8 million developers to more than 400 AI models and takes about 5% on the inference spend passing through it. Stripe already processed OpenRouter's payments, making this a vendor buying its own customer. The deal comes three months after the startup raised $113 million at a reported $1.3 billion valuation, with annualized revenue around $50 million in March — roughly 50 times revenue. Stripe paid $1.1 billion for stablecoin firm Bridge and picked up usage-based billing startup Metronome in January 2026, a tool already used by OpenAI and Anthropic.

The acquisition also hands Stripe a live read on enterprise AI spending across every major lab at once. U.S.-origin models fell from roughly 70% of OpenRouter's token volume in mid-2025 to about 30% a year later, with cheap Chinese open-weight models absorbing the difference. Whoever sets the routing defaults has a hand on that dial.


At more than $7 billion, this is Stripe's largest acquisition to date — more than six times what it paid for Bridge — and it signals that payments infrastructure is consolidating control over AI inference economics.

SafePal Data Breach Exposes ~39,798 Customers; Physical Attack Risk Rises

A flaw in SafePal's order-tracking plug-in exposed names, addresses and phone numbers of roughly 39,798 customers, stoking fears of physical targeting amid a surge in wrench attacks.

SafePal said the exposed data spans customers who placed orders between March 2, 2025, and April 11, 2026, and includes names, email addresses, shipping addresses, phone numbers and purchase details. The company stressed that wallet credentials were untouched — seed phrases, private keys, wallet passwords, bank details, payment card numbers and government IDs were not involved. SafePal, a non-custodial wallet suite backed by Binance and Animoca Brands serving 30 million users, said it has fixed the issue and notified affected customers.

While no funds were directly stolen, the mix of names, home addresses and evidence of crypto ownership is precisely the kind of data that can steer criminals toward high-net-worth holders. Chainalysis documented 46 violent incidents in the first half of 2026 with more than $30 million stolen, calling the year on pace to be the worst on record, with home invasions increasingly overtaking kidnappings.


SafePal joins Trezor, whose ShipMonk breach exposed ~13,700 customers, and Ledger, whose 2020 leak of ~272,000 customers led to ransom threats — underscoring that physical security is now a core risk layer for self-custody users.

Sono Group holds $4.118M in Bitcoin against just $166K cash as going-concern risk persists

The restructured solar company has tied its survival to a Bitcoin-heavy treasury after generating zero revenue from continuing operations in the first half of 2026.

Sono spent $5 million to acquire 68.49 BTC during the first six months, ending June with 69.78 BTC valued at $4.118 million. The company recorded an $890,000 net digital-asset treasury loss for the half, though weekly covered calls on its holdings produced $93,000 in net option income. Sono posted a $5.792 million net loss for the period, including $3.335 million from continuing operations, and warned that additional financing may not be available on acceptable terms.

First-half financing activities brought in $7.050 million, including $5.050 million from four secured convertible debentures and $2 million from a pre-funded warrant. The filing lists a partial Bitcoin sale among available liquidity measures but does not confirm one has occurred or indicate timing.


The Bitcoin reserve now functions as both a treasury asset and a potential liquidity source, with the company warning that covered-call income may not be enough to meet its obligations.

Chainalysis sues US government over $95M ICE contract awarded to TRM Labs

Blockchain analytics firm Chainalysis has filed a legal challenge against the US government over a sole-source ICE contract worth about $94.6 million that went to competitor TRM Labs.

Chainalysis Government Solutions filed the challenge in the US Court of Federal Claims on July 27, alleging ICE's decision was "arbitrary, capricious, and unreasonable." The one-year award runs from July 1, 2026 through June 30, 2027, covering forensic software and support services for Homeland Security Task Force investigations.
