日韓全部Acceptance of Hong Kong Diploma of Secondary Education (HKDSE) as Admission Requirement
I write to seek your consideration to reject HKDSE as a valid admission requirement to your institution as the assessment has become a political tool of censorship and assessment of political inclination towards the Chinese Communist Party instead of an independent assessment of academic excellence.

Question 2 touched on the Sino-Japanese relations in the 20th century and candidates were asked to assess the impact of Japan to China in 1900-1945 with reference to the given information and their own knowledge.
On the next day (15 May), Beijing issued a statement (http://www.xinhuanet.com/gangao/2020-05/15/c_1125991530.htm) accused the examination as "poisonous" and a "new education system" must be created in conformance with "one-country-two-system". The statement also said if the question was not cancelled, the entire Chinese society would be "enraged". (News coverage:

I understand the recognisation for HKDSE as an admission requirement relies on the merit of the independent professional assessment body Hong Kong Examinations and Assessment Authority (HKEAA) staffed with a team of well trained, experienced and professionals, enabling HKEAA to conduct educational assessments of international standards. Immediately after the aforementioned incident, the Ministry of Foreign Affairs in China also issued a statement requesting a reform on the entire education system, including the assessment system (https://www.facebook.com/MFAofficeHK/posts/1147399018968238). On 18 May, HKEAA has agreed the assessment framework and mechanism be reformed by the Education Bureau and will allow the Administration to appoint staff to HKEAA to perform assessment-related duties. On 19 May, The Chief Executive of HKSAR has announced that from now on, she will give the HKEAA "directions of a general character" in relation to matters "appearing to affect the public interest". Severe political interference towards the assessment system as a whole will invalidate the independent assessment mechanism of the HKDSE and skew the assessment criteria towards political inclination instead of academic excellence. More importantly, a profound shift of the education system invalidates HKDSE's benchmarking and comparability to the international standard, and measurement of political inclination is not suitable as an admission requirement to institutions of higher education.
Therefore, I appeal your consideration to reject HKDSE as a valid admission requirement in the upcoming academic year.
